 I did not add the note as this is not a particulalrly good way of qualifying a requirement. Instead, I updated the requirement to be:

"Any Mobile IPv6 device processing a received Mobility Header MUST verify the checksum in the header as a 16-bit one's complement of the one's complement sum of the octet string consisting of the IPv6 Packet Header in which the the Next Header field has been set to the value 2 followed by the entire Mobility Header starting with the Payload Proto field."

This makes it clear that only an MIPv6 device processing a header must meet the requirement. Exceptions should be expressed in seperate requirements (haven't checked to see if this is the case)
